Freeholder Palmer, a past NJTPA Chairman from 2004 to 2006, has been a member of the NJTPA Board since 1999. He currently is NJTPA Secretary. He is the founder and Chairman of the NJTPA's Freight Initiatives Committee and a member of the Planning & Economic Development Committee. In 2004, Freeholder Palmer received the award for Outstanding Elected Official Leadership from the Association of Metropolitan Planning Organizations.
Freeholder Palmer has served on the Somerset County Board of Chosen Freeholders since 1997, where he is responsible for transportation, planning, human services, finance, and economic development.
Freeholder Palmer also is the Chairman of the Board of Trustees of the Raritan Valley Rail Coalition, a coalition of Raritan Valley Line riders, municipal elected officials and representatives from the counties of Hunterdon, Somerset, Middlesex and Union.
