Planning Analysis Temporary Part-Time

Job Description: Under the direction of the Department Director of Planning, the Planning Analysis staff will support and assist full-time staff in advancing work tasks for data analysis.  Activities may involve collection, maintenance, programming, communication, coordination and application of data. In general, the staff will be responsible for using GIS and other data representational techniques as tools to convey the agency’s mission to internal staff, members and the general public in a cohesive way through a diversity of planning initiatives. Staff may also be called upon to support Planning in all aspects, including researching and synthesizing information, administrative and logistical support, and other tasks as assigned.

Qualifications: The successful candidate will possess strong technical skills in GIS, and database development and analysis, and programming as well as good communications abilities and the desire and temperament for a collaborative, dynamic work environment. The Planning Analysis staff will work closely with Freight Planning, Regional Planning, Systems Planning, Operations, and other NJTPA staff as needed.

Specific Tasks:

  • Develop map templates and maintain pre-made map inventory on topics most often requested of the data group. Topic such as:
    • Census
    • Environmental Screening
    • Livable/Walkable Communities
    • Congestion Mitigation
    • Aerial map catalogue by county/municipality and key intersection
    • Other Topics Related to NJTPA Goals
  • Further refine County Profile Series
    • Environmental Opportunity/Constraints
    • Climate Change
    • Freight Assessment
    • Project Funding
    • Land Use and Accessibility
    • Infrastructure
    • Asset Management
    • Demographic
    • Surrounding Context
    • Technology and Planning
    • Research Best Practices for profiles
  • Streamline maintenance of GIS layers of TIP projects, currently maintained by linear referencing techniques
  • Transition or reverse engineer MapInfo programming, particularly project scoring procedure. Use Visual Basic or Python to make procedure fully operation in ArcGIS
    • Coordinate with Capital Programming and IT
    • Investigate possibility of more user-friendly interface
  • Program data transformation service (DTS) packages in SQL Server to streamline routine data retrieval from external sources in order to maintain current EGIS database
    • Coordinate with IT
    • Routine data from sources such as US Census, NJDEP, NJ Transit and NJDOT until replication is a standardize option
  • Research and try to implement best practice solutions for programming web application for visualization tools
    •  Investigate techniques of dynamic reporting, producing modular tables and charts and on-the-fly analytical maps
    • Explore various coding options such as OpenSource, Java, Visual Studio and C++ on .Net framework
