A panel of national experts discussed the importance of developing stable, long-term federal transportation funding sources and the implications of the nation’s new transportation law in the Aug. 22 forum “Beyond MAP-21: Uncertain Future, Unmet Needs.” Earlier this summer, Congress passed a bill called MAP-21 (an acronym for Moving Ahead for Progress in the 21st Century), which will guide all federal transportation policies and funding investments over the next two years.

“MAP-21 is not the true solution to our transportation and infrastructure needs,” NJTPA Chairman and Hunterdon County Freeholder Matthew Holt said in his opening remarks (see video below for full speech). Holt noted that the bill essentially held federal transportation investment flat, from its predecessor SAFETEA-LU, signed into law in 2005. As a result, “By the time MAP-21 is over, we will have spanned a period of 10 years—a decade—without a conversation on where transportation funding really needs to be with respect to this region, this state, and certainly nationwide as well.”
The panelists offered a wide range of perspectives on the bill’s provisions and shortcomings, with broad agreement expressed that the legislation was not a solution to the mounting challenges facing our nation’s aging infrastructure.
