The NJTPA is preparing an update of its long range plan, scheduled for adoption in mid-2009. It will provide a vision and foundation for regional transportation investment through 2035. This updated plan will build upon the current Regional Transportation Plan (RTP) entitled, Access and Mobility 2030, which was adopted in 2005, while incorporating several important enhancements. These will include:
- broad visioning and scenario-testing efforts with NJTPA Board of Trustees guidance. This will offer opportunities for input from state, county and municipal officials, planners, engineers, stakeholders, and the general public;
- discussion of the impact on transportation needs and investments of factors beyond the control of the state or region, such as global warming, rising energy prices, changes in the global economy, broad demographic shifts, or sweeping changes in technology.
- exploration of opportunities for innovatively funding transportation projects, particularly those needing large capital investments or presenting long term operational funding needs.

The federal government requires the NJTPA to adopt an updated long range plan every four years as a condition for the receipt of federal transportation funding. The Regional Capital Investment Strategy (RCIS) included in the 2030 plan continues to serve as a foundation for assessing the region’s current and emerging transportation needs. The RCIS will be reexamined and updated for the 2009 plan. Other activities being as part of the plan update include:
- Symposium of experts on future challenges
- Online surveys and interactive forums
- Visioning” workshops around the region
- Analysis of trends and issues
- Recommendations for future strategies and projects
Assisting the NJTPA in the plan update process is the firm of DMJM Harris which is leading a consulting team that includes the firms of AECOM Consult, Stokes Advertising, and Howard/Stein-Hudson.
