Transportation Improvement Program (TIP)

The North Jersey Transportation Planning Authority's Transportation Improvement Program (TIP) lists more than $10 billion in state and federally funded capital transportation investments over the next four fiscal years. The investments include projects and programs to rebuild, improve and maintain the State's roadway and transit systems. To be eligible for federal funds, proposed projects must be approved by the NJTPA Board of Trustees for inclusion in the TIP which is updated annually.

This webpage provides access to documents that comprise the current TIP. Other documents available here relate to activities involved in updating and maintaining the TIP. Much of the project-related information in these documents is also available through NOTIS -- the NJTPA Online Transportation Information System -- which allows interactive searching for projects in particular locations or on particular routes, using maps and database queries.

The TIP is the final phase in a continuous, multi-phase project development and implementation process called the "Project Pipeline." The Project Pipeline includes three fundamental phases, as follows:

Project Identification - Carried out in the Regional Transportation Plan (RTP), which establishes a long-range vision for improving transportation in the region.

Project Development and Prioritization - Carried out in the Project Development Work Program (PDWP), which evaluates the need for projects and develops alternative conceptual designs and routes. Projects are scored and ranked during development of the PDWP. When projects have passed through the PDWP, they are placed in the Project Pool, which includes projects eligible for inclusion in the TIP.

Transportation Improvement Program (TIP) - Projects are selected from the Project Pool for inclusion in the TIP. The TIP, which is updated every year, includes projects for which design, right-of-way purchase, and construction take place. The current TIP covers fiscal years (FYs) 2012 through 2015, and went into effect on October 1, 2011. The air quality impacts of the TIP are evaluated through a conformity determination.

The FY 2012 - 2015 TIP was approved by the NJTPA Board on September 12, 2011.  The files are available in pdf format here on this web page. The public meeting for the TIP, the State Transportation Improvement Program (STIP) and the TIP\STIP Air Quality Conformity Determination was held on August 3, 1011 at the NJTPA Offices in Newark, NJ.

Detail Reports for TIP and Related Documents

The table below contains detailed project listings for the FY 2012-2015 TIP and other current documents from the NJTPA Capital Programming Division, particularly noting pending modifications and amendments. The dates in the table represent the dates of the last revisions to the data. Explanations of the column headings are as follows:

Column 1
The first column are project pages for the FY 2012-2015 TIP as revised and updated.
Column 2
The second column shows proposed (pending) additions, deletions or changes to the current TIP. Such modifications or amendments are governed by procedures in Appendix E.
Column 3
The third column is intentionally left empty for future use.
Column 4
The fourth column contains projects and programs in previous TIP's, going back as far as FY 2002. Use the drop-down menu to select the TIP you want to see.
