The North Jersey Transportation Planning Authority's Transportation Improvement Program (TIP) lists more than $10 billion in state and federally funded capital transportation investments over the next four fiscal years. The investments include projects and programs to rebuild, improve and maintain the State's roadway and transit systems. To be eligible for federal funds, proposed projects must be approved by the NJTPA Board of Trustees for inclusion in the TIP which is updated annually.
This webpage provides access to documents that comprise the current TIP. Other documents available here relate to activities involved in updating and maintaining the TIP. Much of the project-related information in these documents is also available through NOTIS -- the NJTPA Online Transportation Information System -- which allows interactive searching for projects in particular locations or on particular routes, using maps and database queries.
The TIP is the final phase in a continuous, multi-phase project development and implementation process called the "Project Pipeline." The Project Pipeline includes three fundamental phases, as follows:
Project Identification - Carried out in the Regional Transportation Plan (RTP), which establishes a long-range vision for improving transportation in the region.
Project Development and Prioritization - Carried out in the Project Development Work Program (PDWP), which evaluates the need for projects and develops alternative conceptual designs and routes. Projects are scored and ranked during development of the PDWP. When projects have passed through the PDWP, they are placed in the Project Pool, which includes projects eligible for inclusion in the TIP.
Transportation Improvement Program (TIP) - Projects are selected from the Project Pool for inclusion in the TIP. The TIP, which is updated every year, includes projects for which design, right-of-way purchase, and construction take place. The current TIP covers fiscal years (FYs) 2010 through 2013, and went into effect on October 1, 2009. The air quality impacts of the TIP are evaluated through a conformity determination.
The FY 2010 - 2013 TIP was approved by the NJTPA Board on August 24, 2009. The files are available in pdf format here on this web page. If you need hard copy for your review please contact us at 973-639-8400. The public meeting for the TIP, the State Transportation Improvement Program (STIP) and the TIP\STIP Air Quality Conformity Determination was held on July 13, 2009 at the NJTPA Offices in Newark, NJ.
The following tables provide access to documents that make up the TIP. The documents are in Portable Document Format (PDF). To view PDF files, you will need the Acrobat Reader that is available free from Adobe. (All PDF files will open in a separate window that you can close when you are finished.)
The TIP introduction provides a detailed explanation of the TIP and how it is compiled. The abbreviations and terms used in the TIP are referenced in the Glossary. The TIP also includes a number of appendices providing supplementary and background information. The table below provides access to these documents for the current and draft TIPs.

Stimulus Projects Added to NJTPA TIP
On March 13 2009, the Board of Trustees of the NJTPA endorsed a set of road, rail, bridge and other transportation investments that will use more than $750 million in federal stimulus funds under the American Recovery and Reinvestment Act of 2009 (ARRA). The investments include $286 million for state highway and bridge projects, $341 million for NJ Transit projects and $124 million for locally sponsored projects in the NJTPA region. The Board approved amending the projects and funding into the NJTPA’s TIP. New projects also were amended into the NJTPA Regional Transportation Plan (RTP). A press release on the Board action and an updated summary table of funded projects are available.
All projects with ARRA funding have been integrated into the current TIP (FY 2010 - 2013). More detailed information on ARRA-funded projects can be found in the TIP sheets in the following table. For current status of projects, please use NOTIS.
