Draft Transportation Improvement Program FY 2020-2023, Statewide Transportation Improvement Program FY 2020-2029 and Air Quality Conformity Determination

Pursuant to the federal regulations the North Jersey Transportation Planning Authority (NJTPA), Inc. is soliciting comments on the draft Transportation Improvement Program (TIP) for Fiscal Years 2020-2023, as well as the New Jersey Department of Transportation’s draft Statewide Transportation Improvement Program (STIP) for Fiscal Years 2020-2029. The TIP is the four-year, fiscally constrained agenda of transportation projects drawn from the NJTPA’s long-range transportation plan.  To be eligible for federal funds, proposed projects must be approved by the NJTPA Board for inclusion in the TIP, which is updated annually. The STIP is the federally-required compilation of TIPs from the NJTPA and the state’s two other metropolitan planning organizations. 
  
In addition, the NJTPA also seeks public comments on the draft Air Quality Conformity Determination for the TIP. The Air Quality Conformity Determination is a federally required analysis of the TIP, which is used to demonstrate that funded projects, taken together, are consistent with achieving air quality goals and standards in New Jersey's State Implementation Plan.

The meeting will have an open house format. The public is invited to come learn more about the TIP, STIP, and Air Quality Conformity Determination and to submit comments.

The documents subject to this public comment period are available below. They also are on file at the NJTPA;s office and are available at New Jersey Library Network libraries in the NJTPA region.

The NJTPA Board of Trustees will consider adoption of the TIP and Air Quality Conformity Determination at its September 9, 2019 meeting.
 
The NJTPA conducts formal 30-day public comment periods prior to the adoption of three key planning documents: the Regional Transportation Plan (RTP), the Transportation Improvement Program (TIP) as well as the State Transportation Improvement Program (STIP), and the Air Quality Conformity Determination document.

Formal comment periods are also held when these documents are significantly changed or amended (for instance when adding or deleting projects, or in the event of a scope/schedule change that would trigger a new conformity analysis). Further details on public comment periods are provided in the Public Engagement Plan.

Formal public comment periods include the steps listed below to involve the public.
  • Place notification in the legal section of regional daily newspapers
  • Place notification on the NJTPA’s website and social media platforms with an option for submitting comments via e-mail.
  • Provide notification to a listing of representative interest groups, stakeholders, and agencies in the region.
  • Post documents on the agency’s website.
  • Distribute documents to select State Documents Depository Libraries and other libraries throughout the region.
