Adopted by the NJTPA Board on September 10, 2013, Plan 2040 was NJTPA’s Regional Transportation Plan (RTP) for northern New Jersey. It was replaced by Plan 2045: Connecting North Jersey adopted on November 13, 2017.

The following are the files that compose Plan 2040:
Plan 2040 provided a vision for development of the transportation system through 2040 and served as a transportation investment guide for the region. It carried forward key elements of Plan 2035, including a Regional Capital Investment Strategy.

At its September 10, 2013 meeting, the NJTPA Board also approved and the accompanying Air Quality Conformity documents.

Under federal law, Metropolitan Planning Organizations like the NJTPA are required to update their long range plans every four years as a condition for the receipt of federal transportation funding.

Preparation of Plan 2040 was closely coordinated with the development of a Regional Plan for Sustainable Development (RPSD), funded with a $5 million grant from the US Department of Housing and Urban Development (HUD). Known as Together North Jersey, this effort was carried out by a consortium of public, private and non-profit organizations including the NJTPA. The RPSD was released in fall 2015.
