Transportation Performance Measures and the Congestion Management Process (CMP) – DVRPC & NJTPA
The Delaware Valley Regional Planning Commission (DVRPC) CMP is an ongoing and systematic process that uses performance-based measures to identify and prioritize congested locations on the regional transportation network. Archived operations data from probe data such as INRIX provides real-time flow data to measure performance and combined with convention traffic counts can identify high delay locations. These measures as well as other multi-modal measures and federal TPM PM3 CMAQ traffic congestion measures help inform the Long-Range Plan and TIP to identify and prioritize improvements and develop strategies to manage congestion.
The North Jersey Transportation Planning Authority (NJTPA) recently completed the latest update of its CMP with an Accessibility and Mobility Strategy Synthesis study. The study identified a series of performance measures in keeping with regional goals and objectives to help understand the landscape of access and mobility in the region through multiple lenses. A wide variety of needs were identified across multiple modes, place types, and equity considerations, with data later analyzed to produce a series of strategies. The findings were referenced in the NJTPA’s Long Range Transportation Plan and the strategies chosen will serve to inform future project development.
This session will cover the different performance measures and how they are used to inform the process of identifying and prioritizing projects and developing strategies to mitigate congestion.
