Local Capital Project Delivery (LCPD) Details

Local Capital Project Delivery (LCPD) Program is a competitive program which provides funding to NJTPA Subregions—the 15 city and county members of the NJTPA—to prepare proposed transportation projects for eventual construction with federal funding. As described below, this preparation involves completing the multi-step Capital Project Delivery Process which was developed by the New Jersey Department of Transportation (NJDOT). This new process is designed to streamline project development and provide a common and consistent framework for federally funded projects at the local, regional and State level.

Under the NJTPA's Local Capital Project Delivery Program (which has replaced the NJTPA’s previous Local Scoping and Local Lead programs), sponsors will identify problems and needs within their respective subregions, and develop projects through the Local Concept Development and Local Preliminary Engineering phases of this program. This work enables a project to be considered for inclusion in the NJTPA’s annual Transportation Improvement Program (TIP). Projects must be included in the TIP to receive federal funding for final design, right-of-way acquisition and construction. Once federal funding through the TIP is obtained, subregions oversee these final phases of work to implement the project.

The program begins with a project intake process during which the NJTPA screens problem statements submitted by potential project sponsors. These problem statements describe transportation issues and deficiencies that may warrant further investigation through the Local Capital Project Delivery Program This intake process is still under development and will be made available prior to the first solicitation of the program in FY 2013. After a proposal completes the project intake process and is accepted for inclusion in the Local Capital Project Delivery Program, the sponsor carries out the following four phases of work:

  • Concept Development Phase: sponsors will identify and compare reasonable alternatives and strategies that address the purpose and need statement and select a preliminary preferred alternative (PPA). Once a concept development report is completed, the Interagency Review Committee (IRC) will determine whether or not the project can be advanced to the next phase.

  • Preliminary Engineering Phase: projects will be further developed and refined to a level of detail necessary to secure the approval of the environmental document, also known as the NEPA (National Environmental Policy Act) document. Once the project obtains NEPA approval and is accepted by the IRC, the project advances to the next phase.

  • Final Design/Right-of-Way Acquisition Phase: this phase will produce construction contract documents (i.e., Final Plans, Specifications, and Cost Estimates (PS&E)), and if necessary, acquire right-of-way. Once the PS&E package is approved by NJDOT and authorized for construction by FHWA, the project is eligible to advance to the fifth and final phase.

  • Construction Phase: the project will be advertised, awarded, construction management systems and processes will be established, and construction will commence. The project is considered completed, when the final phase is closed out with NJDOT and FHWA.

In an effort to assist the subregions, project managers and consultants in becoming familiar with the new project delivery process, the NJTPA has created a Local Project Delivery Guide (LPDG), flowchart and webpage specifically for this program.

The flowchart (click to view Full Version, and 11x17) details the tasks required to complete each phase (with the exception of the project intake process). This interactive educational tool allows the user to become familiar with each phase and its related tasks. By selecting one of the boxes below, the user will be redirected to a webpage which provides a phase-specific description, and a link to the interactive flowchart. The user can then click on a specific task and view details such as general description, work tasks, next steps, frequently asked questions (FAQ), definitions, resources and related links.
