The Objectives and Performance Measures report identifies three overarching objectives, supported by five additional objectives and a series of performance measures. The eight objectives, as summarized in the graphic, identify outcomes that the region wishes to achieve in relation to accessibility and mobility, in support of the region’s overall planning goals. They emphasize a focus on the movement of people and goods, not on moving vehicles or simply addressing congestion. The report also identifies a core set of performance measures, along with their data sources and analysis methodologies. Some measures rely on data from sources such as the New Jersey Department of Transportation (NJDOT), New Jersey Transit (NJ TRANSIT), the Regional Integrated Transportation Information Systems (RITIS), and the National Performance Management Research Data Set (NPMRDS), while others rely on calculations using several data sources.
